HISTORY of CELCOR

CELCOR is a public interest law NGO which was founded in February 2000 by Mr. Damien Ase with the assistance of Dr. Owen Lynch, the director for law and communities program for International Environmental Law (CIEL). The main aim of CELCOR is to provide legal assistance to landowners affected by large scale environmentally destructive projects including industrial logging, mining and oil palm plantation developments and and to promote community based natural resource management through promotion of effective law and policies. CELCOR now has seventeen (17) full-time staff including six (6) lawyers and has interacted with communities in thirteen provinces in Papua New Guinea.

ORGANISATIONAL BACKGROUND

The Center for Environmental Law and Community Rights was established in February 2000 and is a not for profit public interest law non-governmental organisation based in Port Moresby, Papua New Guinea. CELCOR is registered with the Investment Promotion Authority (IPA) of Papua New Guinea (registration # 5-1069). The organisation is governed by local Board of Directors and staffed by 17 officers.

PNG communities living in harmony with the environment and culture in a just, holistic and sustainable way.

CELCOR's MISSION

Dedicated to promoting and defending environmental and customary rights in PNG through law and advocacy and to ensure sustainable resource management for the benefit of present and future generations.

CELCOR's GOALS

  • Environmental, customary and community rights in PNG are promoted, secured and defended.

  • To defend and secure community based property rights of customary resource owners as guaranteed under the constitution of Papua New Guinea.

  • Just and responsive environmental laws and policies are advocated and promoted in PNG.

  • Problems arising from the development of resources are resolved through the use of law or through approriated dispute resolution process.

  • Environmental issues are publicly exposed to secure support of stake holders at all level.

  • Public interest law minded lawyers, individuals and communities are equiped and supported through trainings and skills sharing.

  • Established and strengthen network with other like minded individuals and organisations at all levels.

  • Strengthen organisational structures and systems.
